This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12. Solicitation 12639526Q1153831 is issued as a Request for Quotation (RFQ) for three (3) fixed-wing turboprop utility aircraft. This is an unrestricted requirement where all responsible sources may submit a quotation.

Synopsis of Modernization and Upgrade of the LC-130H Polar Mission aircraft to LC-130J Aircraft

The Air Force Life Cycle Management Center (AFLCMC) is conducting market research to identify qualified sources for the design, development, and evaluation of a new LC-130J Military Design Series (MDS) to replace the LC-130H aircraft. This effort involves study and technical documentation support for modernizing a C-130J for arctic missions, including structural upgrades, avionics, and engineering services. The program intends to award two EMD contracts to Lockheed Martin Aeronautics Company and Sierra Nevada Corporation under Other Than Full and Open Competition.

This RFI seeks to identify potential non-commercial sources for the B-1 Fully Integrated Data Link (FIDL) Ethernet Switch Unit (ESU). The government is exploring options for a future contract, potentially as a Small Business Set-Aside, and requires a second source of repair for the ESU. The government does not own production-level technical data, making the original equipment manufacturer, Abaco Inc., the only known source with the necessary knowledge and data to manufacture the item.
